Rogers Communications announced today that customers will have access to even more live sports and popular series on Rogers Anyplace TV for smartphones. The Rogers Anyplace TV smartphone app now live streams TSN and TSN2 and will offer CTV and CTV Two live and on demand programing this Fall.

CTV announced today that it will present the world broadcast premiere and first-ever network run of the hit conspiracy thriller ORPHAN BLACK later this summer. The Space original series from Temple Street Productions, produced in partnership with BBC America, will be introduced to new viewers on Friday, Aug. 16 when it begins its first-ever run on a conventional network, leading to a Season 1 finale on CTV in the heat of the fall season in mid-October. The 10-episode, one-hour series will air in primetime Fridays at 9 p.m. ET/PT on CTV (visit CTV.ca to confirm local broadcast times) and on the CTV Mobile channel on Bell Mobile TV. Season 2 of ORPHAN BLACK was ordered by Space and BBC America in May, with production on 10 new episodes set to begin this September in Toronto.

“From the opening scene to the season finale, ORPHAN BLACK grabs you and doesn’t let you go,” said Mike Cosentino, Senior Vice President, Programming, CTV Networks. “A timely CTV encore run will expose this remarkable Space original series to a whole new audience, creating more momentum and viewer appetite for Season 2 on Space.”

The CTV broadcast comes following series star Tatiana Maslany’s (Picture Day) Critics’ Choice Award win for Best Actress in a Drama Series, and a recent Television Critics Association Award nomination for Individual Achievement in Drama. As Maslany’s star continues to rise, she is currently featured on one of four covers for Entertainment Weekly’s Comic-Con issue on stands now. ORPHAN BLACK cast members Maslany, Jordan Gavaris (Felix), and Dylan Bruce (Paul), along with series co-creators Graeme Manson and John Fawcett will also be appearing at Comic-Con in San Diego, with a panel tomorrow evening.

Anchored by Maslany, at its core ORPHAN BLACK (Fridays at 9 p.m. ET/PT) centres on English punk and streetwise hustler Sarah who returns home after being separated from her daughter. But her homecoming isn’t exactly what she expected. After witnessing the suicide of a woman, Beth, who looks just like her, Sarah takes over Beth’s life, including her job as a cop as well as her boyfriend Paul (Dylan Bruce, NCIS). Sarah soon discovers that she and Beth are clones, and as she becomes embroiled in the mystery, she learns that there are more of them out there – all genetically identical individuals nurtured in completely different circumstances. As Sarah begins to unravel the mystery surrounding their identities, she also ends up fighting for her life when an assassin begins killing the clones one by one.

ORPHAN BLACK also stars Jordan Gavaris (UNNATURAL HISTORY) as Felix, Sarah’s foster brother, a struggling artist worldly beyond his 23 years; Gemini Award-winner Maria Doyle Kennedy (DOWNTON ABBEY) as Mrs. S, Sarah and Felix’s hard-nosed working class foster mother; Kevin Hanchard (REPUBLIC OF DOYLE) as Art, a veteran detective who works alongside Beth; Michael Mando (THE KILLING) as Vic, Sarah’s sporadically violent ex; Skyler Wexler (ALPHAS) as Kira, Sarah’s seven-year-old daughter; Matt Frewer (50/50) as Dr. Aldous Leekie, an academic with an edge and philosopher of the human organism; and Evelyne Brochu (MIRADOR) as Delphine, a student working on her Masters in Molecular and Cellular Biology who becomes intertwined in the mystery.

In the series premiere of OPRHAN BLACK entitled “Natural Selection” (Friday, Aug. 16 at 9 p.m. ET/PT on CTV), Sarah (Maslany) witnesses the suicide of a stranger who looks just like her, and assumes Beth’s identity. Planning to clean out Beth’s savings to buy a new life for her and her daughter, Kira (Wexler), Sarah’s simple score turns deadly when she finds out that Beth was caught in the middle of a deadly conspiracy, making Sarah the next target.

CTV Edmonton invites community members behind the anchor desk, joining CTV News’ Daryl McIntyre, Carrie Doll, Josh Classen, and others from the CTV News team to participate in a mock broadcast as Co-Anchor of Edmonton’s favourite newscast. From Friday, July 19 until Sunday, July 28, the “So You Want To Be An Anchor” experience takes place inside the Northlands Expo Centre (7515 – 118 Avenue) during the Edmonton Fair’s K-Days. The ‘auditions’, which are recorded on location from the special CTV News set, can be downloaded from Edmonton.CTVNews.ca.

CTV News offers three opportunities each day from July 19 – 28, at 1:30 p.m., 4 p.m.and 6:30 p.m. Participants can register by visiting the CTV News set at the Expo Centre each day beginning at 12 Noon.

“Edmontonians are invited to experience the energy and excitement from behind-the-scenes of a live newscast,” said Lloyd Lewis, Vice-President and General Manager, CTV Edmonton. “We’re pleased to be able to offer this rare opportunity as part of our partnership with K-Days, one of Edmonton’s largest summer festivals.”

In addition to the “So You Want To Be An Anchor” experience, a photo booth will also be available at the Expo Centre. Edmontonians are invited to drop by and have their picture taken with the station’s “virtual” news anchors.

Dutch is heading to his home province of Saskatchewan alongside Jen, as Rocanville, Sask.has been named the eighth winning community in this year’s Kraft Celebration Tour.  As part of the Kraft Celebration Tour,Rocanville receives $25,000 to put towards upgrading the Rocanville Aquatic Centre.

Rocanville will also host a special edition of SPORTSCENTRE featuring anchors Darren Dutchyshen and Jennifer Hedgerwhen they broadcast live from the Saskatchewan community on Friday, Aug. 23 at 6 p.m. ET on TSN.

Established in 1904, the town of Rocanville is located in southeast Saskatchewan on the edge of the Qu’Appelle Valley. The small but thriving farming and mining community is home to 1,000 people and is known for producing high quality potash, as well as oil.

The $25,000 prize money from the Kraft Celebration Tour will go towards upgrading the Rocanville Aquatic Centre. The community’s indoor pool requires extensive repairs to get it back into operation.

Rocanville was named to the Kraft Celebration Tour after winning a national, head-to-head online vote over Esterhazy, Sask. Rocanville brought home the victory with 138,131 votes, while Esterhazy amassed a total of 98,961 votes in support of its nomination.

Voting
Canadians can decide the other winning communities for the Kraft Celebration Tour, with one pair of communities featured each weekday through to tomorrow (Friday, July 19). Canadians can visit KraftCelebrationTour.ca orTourneedecelebrationkraft.ca to vote for their favourite communities (see below for match-ups and scheduled voting dates).  Voting is unlimited and runs from 12 noon ET each day for a 24-hour period.

During the voting period, SPORTSCENTRE on TSN and SPORTS 30 on RDS profile each match-up with a look at the duelling communities and their proposed community projects. Results of each vote will be announced the following weekday on SPORTSCENTRE and SPORTS 30.The other communities selected as finalists for the Kraft Celebration Tour, along with their match-ups and scheduled voting dates, are as follows:

The paths of Colville and Morden would eventually cross, on one of the war’s darkest days. Both men were among the few Canadians present when the Allies liberated the Bergen-Belsen concentration camp, and bore witness that day to evidence of unimaginable depravity. It would change them forever.

Consumers will be able to enjoy a variety of interactive digital media since 10 are games, five are interactive platforms, one is a social media project, and one is a website. Of the 17 projects, 11 had received development support from the CMF in previous rounds of experimental funding

Including this round of funding, the CMF has already provided more than $81M in production funding to 144 projects since it was created in 2010.

Production support provides funding for the creation of a final, market-ready version of an eligible project and preliminary marketing and commercialization activities.

The Academy of Canadian Cinema & Television is now open for online entries in the Television and Digital Media categories for the 2014 Canadian Screen Awards.

“The official Call for Entries for the 2014 Canadian Screen Awards opens today with our new online application process ready for television and digital media submissions,” announced Louis Calabro, Director, Awards & Special Events at the Academy of Canadian Cinema & Television. “We are hoping this new online application process will expand the national reach of the Canadian Screen Awards even more,” Calabro continued, noting augmented reach is possible in part due to the Academy’s new partnership with leading secure digital media management company Yangaroo.

Deadlines for television and digital media entries are August 13, 2013. There is a September 3, 2013 deadline for News & Sports categories. Academy Special Awards also have a September 3 deadline.

The eligibility period for television and digital media productions are : September 1, 2012 – August 31, 2013

For film (theatrical film, docs, & shorts) the eligibility period is: January 1, 2013 – December 31, 2013 and the film submission site opens Monday, September 16, 2013 with a film entry deadline of October 18, 2013.

Voting
Canadians can decide the other winning communities for the Kraft Celebration Tour, with one pair of communities featured each weekday through July 19. Canadians can visitKraftCelebrationTour.ca or Tourneedecelebrationkraft.ca to vote for their favourite communities (see below for match-ups and scheduled voting dates).  Voting is unlimited and runs from 12 noon ET each day for a 24-hour period.

During the voting period, SPORTSCENTRE on TSN and SPORTS 30 on RDS profile each match-up with a look at the duelling communities and their proposed community projects. Results of each vote will be announced the following weekday on SPORTSCENTRE andSPORTS 30.

The other communities selected as finalists for the Kraft Celebration Tour, along with their match-ups and scheduled voting dates, are as follows:

The Commission denies the application by Bell Media Inc. to increase the amount of programming that Book Television can draw from program category 7 Drama and comedy.

The application

1. Bell Media Inc. (Bell) filed an application to increase the amount of programming that its national, English-language specialty Category A service Book Television can draw from program category 7 Drama and comedy.

2. Specifically, Bell requested that Book Television’s condition of licence requiring that no more than 35% of all programming broadcast each broadcast week be drawn from category 7, set out in Appendix 3 to Bell’s Group-based licence renewal decision,[1] be replaced by the following:

No more than 50% of all programming broadcast during each broadcast week shall be drawn from category 7 Drama and comedy.

3. Bell also requested to delete the condition of licence limiting to 30% the amount of category 7 programming that Book Television can air between 6 p.m. and midnight each broadcast week.

Background

4. The Commission renewed Book Television’s broadcasting licence as part of Bell’s Group-based licence renewal decision until 31 August 2016.

5. According to its nature of service definition, set out in Appendix 3 to the aforementioned decision, Book Television must feature magazines and talk shows, dramas and documentaries that are exclusively based upon printed and published works and offered with additional programming that provides an educational context and promotes reading.

Interventions

6. The Commission received interventions opposing this application from the Canadian Media Production Association (CMPA), the Writers Guild of Canada (Writers Guild), Rogers Broadcasting Limited (Rogers) and various individuals, to which the applicant replied. The public record for this application can be found on the Commission’s website at www.crtc.gc.ca under “Public Proceedings.”

Bell’s position

7. Bell explained that it had sought the proposed amendments not to amend its nature of service definition but to keep pace with the competitive landscape and viewer demands and to provide the service with increased flexibility regarding the scheduling of drama programming based upon the printed word. It stated that its application is consistent with the Commission’s approach on programming flexibility[2] and that an increase in the allowable amount of Category 7 programming based on the printed word would not alter Book Television’s focus.

8. Moreover, unlike Category A services that are subject to a 10% limit on drama programming, Bell noted that Book Television is already permitted to air more than that limit but is restricted with respect to the type of drama programming it can broadcast – namely, drama programming that is consistent with Book Television’s nature of service. Bell indicated that if its application were approved, Book Television’s conditions of licence and nature of service definition would ensure that it remains true to its genre.

9. Bell also indicated that Book Television had been suffering from low ratings and had struggled to add subscribers since it launched. It specified that as of 31 December 2012, Book Television had approximately 926,000 subscribers, a loss of an estimated 62,000 subscribers within 2 years.[3] Bell stressed that Book Television’s long-term success depended on its ability to increase the size of its subscriber base by offering more attractive programming.

10. Finally, Bell argued that approval of its application would provide viewers of Book Television with more programming choices. It further argued that allowing Book Television to schedule category 7 programming without restrictions during the evening broadcast period and within the proposed 50% weekly maximum would not only benefit existing viewers but might also recruit new viewers, potentially resulting in higher subscription uptake and increased revenues. Such revenues could then be reinvested in Canadian programming, thereby benefitting not only Book Television, but also the Canadian broadcasting system as a whole.

Positions of interveners

11. The CMPA, Rogers, the Writers Guild and an individual submitted that approval of this application would be inconsistent with the Commission’s approach of treating licence amendment requests at the time of the renewal of a licence and noted that Bell had made the same request for Book Television at the time of its licence renewal in 2011, which the Commission denied. They argued that Bell had not provided any new argument to justify changing the Commission’s decision and indicated that if the Commission were to approve the application, it would be required to extend similar flexibility to other services to be consistent.

12. The individuals submitted that the poor quality of programming on Book Television is responsible for the service’s inability to increase its subscriber base. They added that the service provides very little programming relating to books and literary issues, relies on old programming rather than investing in new contemporary programming and lacks original Canadian content. The Writers Guild added that Bell did not cite financial need as a rationale for its application as it is performing well financially.

13. The CMPA, Rogers, the Writers Guild and certain individuals submitted that approval of the application would make Book Television a general interest service, which would lessen diversity in the Canadian broadcasting system. They indicated that this would lead to an increase in the broadcast of U.S. drama series and Hollywood films on Book Television, particularly in the evening broadcast period, and would allow the service to operate as a drama or movie-based service and to compete with such services.

14. The CMPA added that Bell did not provide any compelling evidence as to how approval of its application would benefit the Canadian broadcasting system and Canadian programming, nor examples of new drama programs that would be added to its schedule, particularly Canadian ones.

Commission’s analysis and decisions

15. In paragraph 279 of its regulatory policy on the Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services,[4] the Commission set out its approach on programming flexibility as follows:

The Commission is also prepared to eliminate other limiting conditions of licence where the narrative description is sufficient to ensure that the service will not be directly competitive with any other Category A service and will remain true to its genre. The Commission notes that it will be necessary to implement this new approach via amendments to existing conditions of licence.

16. With respect to Bell’s proposed amendments, the Commission notes that it has already denied other similar requests for amendments, including one made by Bell for Book Television in its Group-based licence renewal decision. In paragraph 82 of its Introductory decision to the group-based licence renewals for English-language television groups,[5] the Commission adopted the general approach that:

… genre exclusivity should be maintained, at least for the short term, for the reasons cited in Broadcasting Public Notice 2008-100. It is concerned, however, that the application of its genre exclusivity policy is becoming increasingly challenging, as evidenced by the discussions at the hearing. In that context, the Commission has decided that it will review its genre policy prior to the next English-language group licence renewals.

17. The Commission is of the view that Bell has not provided any concrete proposals to demonstrate how the proposed changes to its conditions of licence would be in keeping with the nature of service for which Book Television was licensed or benefit Canadian programming, and in particular, Canadian drama. It is also of the view that Bell has not presented convincing assurances (such as a sample programming grid) that the proposed amendments would not make the service directly competitive with any other Category A service, and furthermore, would not compromise its genre.

18. The Commission agrees with the interveners that Bell’s proposed amendments would allow it to compete with drama- and movie-based pay and specialty services as well as television networks that broadcast the same type of programming in the evening. Moreover, as noted by Bell, Book Television is already permitted to air more drama programming than any other non-drama-based Category A service. As such, if Book Television were allowed to draw half of its programming from category 7, it could veer from its nature of service and limit the diversity of programming that it currently offers, further undermining diversity in the system. This could also result in the broadcast of additional U.S. drama, already well represented in the Canadian broadcasting system, and allow Book Television to become a general interest rather than a niche service, thus compromising its genre.

19. Finally, the Commission agrees with the interveners that Bell has not presented any new information or arguments to warrant a different decision than that made in 2011 when the Commission denied the same requests. It also agrees with the Writers Guild that Book Television has not demonstrated financial difficulty. Although its subscriber base has dropped by approximately 2% in each of the 2010-2011 and 2011-2012 broadcast years, the service experienced an average annual increase of 0.7% in subscribers between 2008 and 2012 and reported a 66.3% profit before interest and taxes margin for 2012.

Conclusion

20. In light of all of the above, the Commission denies the application by Bell Media Inc. to amend the broadcasting licence for the national, English-language specialty Category A service Book Television in order to increase the amount of programming it can draw from program category 7 Drama and comedy from 35% to 50% and to remove the 30% limit on the amount of programming it can draw from category 7 between 6 p.m. and midnight each broadcast week.
